The High School of Saint Thomas More is an agency of the Catholic Diocese of Peoria. The Bishop of the Diocese of Peoria is the ultimate authority and manager of the school. He lends that authority to a Pastors' Board, made up of all the pastors within the Champaign Vicariate. That group is represented by 5 pastors who meet monthly to review progress, make policy, and govern the school in general.

The Pastors' Board appoints various members of Vicariate parishes to serve on the Education Commission. The Commission is an advisory group with the following purposes:

  • to ascertain the education needs of the school
  • to evaluate existing policy and help develop new policy
  • to encourage effective consultation in education matters
  • to recommend a candidate for Principal and assist in the evaluation of the Principal
  • to evaluate the school's philosophy for recommendation to the Pastors' Board
  • to assist with the generation of the operating budget and tuition rates for recommendation to the Pastors' Board
  • to monitor the operating budget on a monthly basis
  • to offer consultation on capital items requiring a resolution to the Chancery
  • to be involved in the development or amendment of the Commission statutes

The appointed lay persons of the Commission are voting members - the only lay voting body with some say in the governance of the school.

The Pastor's Board selects and hires a Principal to serve as the chief executive officer and education leader of the school. He or she is ultimately responsible for every aspect of the school operation, he monitors and directs its conformance with its Mission and Philosophy statements, and he represents the school to its constituents and to outside agencies and institutions.

The Principal hires - with the ultimate approval of the Pastors' Board - various administrators to assist with the operation of the school. They include: Assistant Principal, Chaplain, Director of Institutional Advancement, Director of Counseling and Testing, Supervisor of Buildings and Grounds, Athletic Director, and Food Service Director.
